The authors of the Eastern Partnership Index 2023 note Ukraine's significant progress in reforms contributing to its European integration. Also, it is highlighted that Ukrainian civil society played a key role in this process.

The most significant progress was noted in the following areas:

  • independent media
  • freedom of expression
  • freedom of assembly and association
  • independent judicial system
  • counteracting corruption

At the same time, the low results in energy, environmental, and climate policy are primarily explained by the damage caused by Russia to Ukraine's infrastructure, as well as by Russians committing environmental crimes.

The Eastern Partnership Index is a unique data-driven civil society-produced monitoring tool that charts developments in the six Eastern Partnership countries — Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova, and Ukraine — towards democracy, good governance, and the rule of law, policy convergence with the EU, and sustainable development.
