In 2023, Ukraine has 36 points out of 100 and is ranked 104th. Thus, together with the other 16 countries, Ukraine has shown its best score ever.

This year's result continues the progressive dynamics we have observed over the last ten years since the Revolution of Dignity and the beginning of major reforms. This year, Ukraine has also recorded the most significant improvement among countries holding the status of EU candidates.
